Colonel Cheryl Smart joined the Department of National Security Studies and the Agribusiness Industry Study at the Industrial College of the Armed Forces in July 2011. She received her commission in 1983, graduating from the University of California – Davis with a Bachelor of Arts in International Relations. COL Smart spent nineteen years as a Field Artillery officer, serving in various units in Germany, Oklahoma and Texas, and deploying to Bosnia with the First Cavalry Division. For the past ten years she has served as a strategist at the major command level. Her assignments include Chief, Counterterrorism Plans and Chief, Theater Strategy at Headquarters, U.S. European Command in Stuttgart Germany and Chief, Strategy Division at Headquarters, Department of the Army at the Pentagon. Colonel Smart has served in both Iraq and Afghanistan, developing civil-military strategies to integrate programs aimed at improving the political and legislative process, strengthening the rule of law and reforming the borders and customs system. She holds a M.A from the U.S. Military Academy in Leadership Development (1993) and a MSST from the U.S. Army War College in National Security Studies (2005).
